摘要:
城市地震灾害往往伴随着严重的人口及经济损失,应急食品供应作为灾后应急响应的重要组成部分,关乎民生大计。为进一步优化城市震后应急食品供应调配,本文以强震灾害为例,首先分析总结了城市震后受灾面积与应急食品需求模型,为合理调配应急食品提供数据支持;其次以灾后应急响应时间最短为目标,构建了多供应点-多需求点的应急食品供应优化调配模型,并借助Gurobi求解器编程对模型求解;最后基于某直辖市应急避难场所真实数据、应急食品供应点模拟数据及SiouxFalls网络进行算例验证。结果表明,该模型可在满足需求点灾民需求的前提下,最短时间内实现应急食品多供应点-多需求点间的优化调度,从而为科学、高效地实现城市震后应急食品供应优化配置提供参考。
Abstract:
Strong earthquake disasters are often accompanied by severe population and economic losses in cities area. As an important part of post-disaster emergency response,emergency food supply is related to people’ s livelihood. To further optimize the allocation of post-earthquake emergency food supply in urban areas,this paper takes strong earthquake disasters as examples,analyzes and summarizes the size of the affected area and post-earthquake emergency food demand in urban areas firstly,so as to provide data supports for the rational allocation of emergency food. Then,the optimal allocation model of the emergency food supply with multi-supply points and multi-demand points is constructed with the shortest emergency response time as the goal,and the model is performed using the Gurobi Solver. Finally,an example is verified based on the emergency shelter data in a municipality,simulation data of relevant supply points and the Sioux Falls network. The results show that the model can realize the optimal scheduling between multiple supply and demand points of emergency food in the shortest time on the premise of meeting the demand for the affected populations,so as to provide a reference for realizing the optimal allocation of urban post-earthquake emergency food supply scientifically and efficiently.
